Is this wrong of my parents what would you do?

i had a dog. his name was ralphie and he ran away because my landlord messed up our fence! since they wont put a new one up we had to rig something so my dog wouldn't get out! and we did until she came over to tell us about the plants we have! she moved the thing and my sister let my dog out to go to the bathroom well i went to go get him and he was gone! i looked for him and i couldn't find him any where! my parents made fliers and NEVER put them up! i was P.O. and well i still am! i asked if i were able to afford a dog if i could by it and house train it! my mom wont let me!!! its NOT MY FAULT my dog ran away i just want a little dog that doesn't shed! would you let your daughter get a new dog if there dog ran away?? why or why not? im depressed and MAD AT MY MOM AND STEP DAD i want my doggy back but NOOOO!
