Army ROTC vs. Air Force Rotc Program?

hello, I am currently in the Air Force rotc program and I am not contracted. I am at a cross town school so I do PT 3 times a week with the Army. My question is, would I have a better chance to fly in the Army or the Air Force (fixed or rotary). Secondly, is it alot easier to get my schooling payed for through the Army rotc? If I wanted to join the FBI or DEA, basicly any government agency after my time, which would be the route. Please let me know any of your advice, I dont know why I cant make up my mind between the two, its really stressing me out though. thanks
