Are E.U. citizens entitled to social welfare in other E.U. countries?

You can get all your entitlements from the British Government be you irish/british - get me? From a Brit aspect the only benefit you cannot get if you go to another EU country is income support. You don't say northern or southern Ireland. There is a slight difference, albeit it minor if you are from the South.
